Project Issues - An Issue

I was having some problems with the Project Issue module, namely, I was unable to assign a user an issue. Turns out there is a patch to fix this problem. I have no idea why this patch has not been incorporated into the module, it seems to me to be a serious issue, but mine is not to reason why.

I've attached a patched version of the project issue module, the patch file is also in there, it doesn't do any harm, and you can have a look at what it changed if you're curious.
