Levy on Derelict Houses

According to an Irish Times article, Kerry County Council is talking about imposing a 3% levy on derelict houses. If this was to happen, there is a potential for house prices in Kerry to drop to the floor. Suddenly owning an empty house is a liability, there is a potential for what is happening in Detroit in the US: houses are being sold for $1.
